The two-day workshop, held at the Bicol University College of Science Auditorium, was carried out in four parts, first, the orientation on the cluster approach by Mr. Rogie Reario, National Disaster Response Advisor. This aimed to provide a common understanding of the nature of the cluster approach. Second, the preparedness planning which started with a scenario was presented by Dir. Bernardo Alejandro IV. Participants were grouped as clusters and defined their cluster’s objectives, trigger mechanisms, regional resources, developed response plans, defined coordination arrangements, came up with an emergency contact list, channelling of funds and reporting system. Third, the clusters identified priority activities that need to be undertaken in terms of capability building, early recovery, drills, rehearsals, advocacies, data preparedness, referral systems, etc. And lastly, the plenary presentation of each clusters.
Around 80 persons participated during the workshop, coming from both the government and non-government sector. Six personnel from the OCD Central Office assisted as coordinator/facilitator and documenters. There were also five personnel from the OCD Regional Office who served as documenters and two cluster facilitators. Cluster lead agencies were also tasked to facilitate cluster discussions and assisted in documenting the outputs. |
